Companies like Amazon's Leo and Elon Musk's Starlink are rapidly deploying infrastructure to reach populations previously unserved by traditional fiber and fixed wireless networks. Amazon recently announced its Leo service is slated to launch in South Africa in 2027 through a partnership with Herotel, the country's largest fixed internet provider. This collaboration aims to extend internet access to homes and businesses in rural and remote areas where conventional networks are economically unfeasible due to distance, terrain, and sparse populations. Similarly, Starlink, operated by SpaceX, has seen rapid expansion, boasting millions of subscribers across numerous countries through a vast constellation of satellites.

While the prospect of universal connectivity is appealing, particularly for the 2.2 billion people globally who remain offline (96% of whom reside in low- and middle-income countries), it also presents complex challenges. In Africa, internet penetration stands at a mere 36%, dropping to 21% in rural communities, highlighting the urgent need for accessible solutions. However, the affordability of these services remains a concern. For instance, in low-income countries, fixed broadband can consume over a quarter of an average monthly income. Instances like Starlink's significant price hikes in Nigeria underscore the potential for foreign corporations to exert considerable influence over access and cost, effectively acting as political actors without democratic accountability.

The Geopolitical Implications of Digital Infrastructure Control

The increasing reliance on foreign corporations for essential digital infrastructure raises profound geopolitical questions. Companies like Amazon and SpaceX are deeply integrated into the national security apparatus of the United States. SpaceX holds substantial national security launch contracts, and Amazon Web Services (AWS) provides classified cloud services to US defense and intelligence agencies. This intertwining of corporate and state power suggests that entrusting these entities with critical networks in developing nations could effectively extend American strategic influence into their economies, institutions, and daily lives. The potential for private firms to gain extraordinary leverage over governments, as demonstrated by Starlink's initial defiance of a Brazilian order to block X (formerly Twitter), highlights the delicate balance between technological advancement and national sovereignty.

Historical precedents offer cautionary tales. The construction of the Matadi-Leopoldville railway in the late 19th century by a Belgian company, which facilitated the extraction of resources from the Congo Free State for European markets, illustrates how control over infrastructure can be exploited for external benefit, with local communities bearing the costs. More recently, Facebook's Free Basics initiative, launched in various countries including India and several African nations, offered limited internet access to poorer populations. While seemingly beneficial, it risked positioning Facebook as the sole gateway to the internet for millions, potentially stifling local businesses and media that were not part of its curated offerings. India's regulatory intervention to uphold net neutrality and prohibit content-based data pricing served as a crucial safeguard against such digital colonialism.

Beyond Connectivity: The Layers of Digital Control

The influence of foreign corporations extends beyond simply providing internet access. It encompasses various layers of digital infrastructure, including undersea cables, cloud storage, data analytics, and artificial intelligence services. Meta, for example, played a leading role in the 2Africa consortium, which developed a vast undersea cable system connecting numerous countries across Africa, Europe, and Asia. Similarly, Google's Equiano cable links Europe to several African nations, and Amazon plans to integrate its Leo service directly with AWS, allowing governments and businesses to store, analyze, and process information within its ecosystem. The acquisition of Globalstar by Amazon further solidifies its position in satellite communications, spectrum rights, and direct-to-device services.

The danger lies not in the mere presence of these services but in the concentration of control. When a single foreign corporation supplies multiple layers of digital infrastructure—from connectivity to cloud services and AI—data can travel abroad, be processed into commercial intelligence, and return as paid services. This dynamic can lead to a form of digital colonialism, where the Global South provides users and markets, while ownership, profits, and control remain predominantly with foreign entities. Starlink's rapid market dominance in Brazil, capturing nearly four-fifths of the residential satellite broadband market within three years, exemplifies how quickly such power can accumulate. However, Brazil's retention of public control over parts of its satellite infrastructure, connecting thousands of public sites, demonstrates how foreign providers can complement public infrastructure without entirely supplanting it.

Towards Digital Sovereignty and Equitable Development

Ensuring digital sovereignty requires proactive measures. Namibia's decision to reject Starlink's license and spectrum applications due to its failure to meet local ownership requirements highlights the importance of regulatory frameworks. While South Africa's Electronic Communications Act mandates local ownership for communication license holders, the path to fully recognizing alternative investment programs remains under discussion. Local participation, while valuable, must translate into genuine control over underlying networks, not merely roles in distribution and servicing.

Democratic safeguards are essential to prevent the misuse of digital power. The alarming frequency of internet shutdowns globally, often during critical periods like elections or protests, underscores the need for transparent legal authority, independent review, and effective remedies against such disruptions. Digital sovereignty must ultimately reside with the people, not just ruling parties or corporations. Licensing agreements should incorporate social tariffs, universal service contributions, net neutrality principles, and binding technology transfer clauses. Regulators should prohibit exclusive agreements that could trap local operators within foreign networks, and beneficial ownership disclosures must ensure that local equity rules genuinely benefit communities rather than politically connected intermediaries.

Given the transnational nature of satellite networks and technology companies, national regulation alone may be insufficient. Regional bodies like the African Union should leverage frameworks such as the African Digital Compact and Data Policy Framework to develop common satellite licensing rules, focusing on spectrum allocation and competition. Collaborative efforts, such as those seen in Latin America's eLAC2026 and the Association of Southeast Asian Nations Digital Masterplan 2030, can help establish comparable standards. Governments should also consider pooling demand and directing regional development banks to finance publicly controlled fiber, internet exchanges, data centers, and shared satellite capacity. While services like Amazon Leo and Starlink can play a role in connecting underserved communities, this connectivity must expand freedom and empowerment, not merely transfer power to foreign corporations. The digital future of the Global South must be self-determined, not dictated by the interests of a few powerful individuals or entities.
