Senior US and Russian Officials Meet in Manila Amid Stalled Peace Efforts
The foreign ministers of the United States and Russia convened in Manila on Thursday for a face-to-face discussion on the war in Ukraine, holding their meeting on the sidelines of the Association of Southeast Asian Nations (ASEAN) regional gathering in the Philippines. US Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov sat down for a meeting that lasted just over 30 minutes, according to Russian media reports.
The encounter took place as diplomatic efforts to end the conflict remain largely stalled, with both sides publicly maintaining positions that have made a formal peace agreement elusive.
Russia Reaffirms Diplomatic Openness, Criticizes Western Arms Supply
Following the meeting, Russia's Ministry of Foreign Affairs released a statement indicating that Lavrov had "reaffirmed Russia's readiness for a political and diplomatic settlement of the conflict." The ministry noted that Lavrov reminded Rubio of Moscow's continued commitment to proposals made by Presidents Donald Trump and Vladimir Putin during their August 2025 summit in Alaska.
Lavrov also took the opportunity to criticize the continued flow of weapons to Ukraine, with the ministry stating he "stressed that it was unacceptable to continue supplying weapons to the Kyiv regime." He further condemned what he described as a "destabilising policy by European countries" that he said were still seeking to achieve a "strategic defeat" of Russia.
Rubio Calls for Constructive US Role in Ending Conflict
Speaking to journalists after the talks, Rubio described the exchange as candid and productive, while stopping short of characterizing Russia's current stance on the war.
"We had a good conversation, a frank conversation. The United States, the president's been clear that we are prepared to play a constructive role in bringing about an end to a senseless war, and we're ready to do that."
Rubio emphasized that both parties to the conflict had reasons to seek an end to the fighting, but acknowledged that the central difficulty lay in finding a resolution "that both sides can accept." He added that the US had communicated its readiness to facilitate peace talks to Moscow.
On Wednesday, ahead of the meeting, Rubio had noted that the ongoing war had hindered the broader relationship between Washington and Moscow, while expressing hope that the two nations could still identify areas of potential cooperation.
Zelenskyy Engages US Envoys as Diplomacy Seeks Momentum
Also on Thursday, Ukrainian President Volodymyr Zelenskyy announced on social media platform X that he had held what he called "a good, important conversation on how to reinvigorate diplomacy" with US envoys Steve Witkoff and Jared Kushner. The announcement reflected Ukrainian efforts to maintain active engagement with American officials as momentum for peace talks remains fragile.
Rubio had briefly spoken with Lavrov at a gala dinner on Tuesday, and both diplomats also participated in an ASEAN Regional Forum session on Thursday morning, offering additional informal opportunities for exchange.
Conflict Continues as Drone Strikes Escalate
The diplomatic meetings are taking place against a backdrop of continued and intensifying military activity. Ukraine has been stepping up its campaign of long-range drone strikes targeting Russian energy infrastructure, hitting oil refineries, fuel depots, and cargo vessels at sea. These strikes have reportedly contributed to fuel shortages within Russia.
President Trump has voiced support for Ukraine's drone offensive, suggesting it could help accelerate a peace settlement. Meanwhile, Russia launched a large-scale barrage of missiles and drones against the Ukrainian capital, Kyiv, in late June, killing at least 30 people.
Key Obstacles to Peace Remain in Place
Despite the diplomatic activity in Manila, the path to a formal ceasefire or peace agreement remains unclear. Discussions aimed at resolving the conflict have been at a standstill, with Moscow continuing to demand that Ukraine cede territory it currently occupies, and US attention increasingly focused on the ongoing situation in the Middle East.
Lavrov had indicated ahead of the meeting that the discussion would "be useful in any case," and said he intended to ask Rubio about recent statements from Trump suggesting a settlement could be drawing near. However, no concrete breakthroughs were announced following the talks in Manila.
Both sides appear willing to keep channels of communication open, though significant gaps in their respective positions continue to make a negotiated end to the conflict a distant prospect.
